My understanding from Casa provided thread

you can combine 5 years as T1E+T2G= ILR
You can not combine 5 years as T2G+T1E= ILR

so if the last leave on T2G then you can combine, but if the last leave T1E then you can not combine. On that thread OP wanted to move T2G to T1E

Not sure which VISA you are may be T2G, all depend on the visa category and the date you are applying but only 38 days out of UK in a year will not be any issue for any category (assuming, you are are applying T1G, T2G, LR to ILR). This is probably not work in that way, paying the difference. It's probably you need to make as usual payment for new application and HO will refund the old application fee ( will take time).
