A couple things: UKVI do not consider you to be family, so you cannot join her (you will not fulfill the unmarried partner category). Non-settled persons cannot sponsor a fiance or proposed civil partner. They have accused you of deception in a previous application, so unless you can sort that and ...

What would you suggest me doing and how high are the chances of getting visa

apply for Visiting visa ? or Spouse visa directly keeping in mind that i have been rejected visa once under 320(7A).

What visa did you apply for that they refused? What deception is HO claiming against you? What is your UK immigration history? Highly unlikely that you will be granted a visitor visa.
