Everytime me and my partner have gone for spuse visa or ILR we have always gone togehter. i think it helps. However, we did see people applying whos spouses/partners were not present.

Bad news - you have to stay married until 2008, there's no other way he can get ILR. Don't mean to be nosey but if you want to be with each other, why should being officially married be a problem?
