12 month EEA PR requirement lifted?

Hi all, The AN Guide has been updated today and it appears having Permanent Residence for a period of 12 months before applying for Citizenship is no longer a requirement. So would my sister need to apply using the form EEA1/PR?

The first child is not from the BC so would have be included in the PR application.

No private health insurance before marriage but husbands insurance does cover the whole family since marriage (2011).

The first child was born in the EU country of origin and is not a BC. Subsequent children were born post-marriage and are BCs.
