I think (please correct if wrong) Tier 4 is for Student so can't apply, neither Tier 1, so may be another category in Tier 2.

Thanks for reply. But even with 2nd class email you get the letter by 2nd or 3rd day. The royal mail quotes 3 days as due date for 2nd class. It's 4 days today which is what concerns me.

Yes, it mentions that the service is for ILR. That means the UKVI 'help line' staff was correct, I can't change my application from standard to priority service :(
They should provide the same service even for other visa extensions as well.
