Unmarried partner visa application

UK Law states that this has to be applied for whilst you are in your country of origin. Assuming the applicant is already in the UK and Immigration does not record people who leave the country whats to stop the applicant from applying for the visa whilst still in the Uk (in case anything goes wrong)...
