well the timeline is a bit tight. If you managed to attend your ceremony, Passport should arrive the latest by 10th Dec which gives you ample of time. But what if your council dont have any slots to book you in for ceremony ? Then you may have to go for special ceremony only for you by paying £150 o...

Biometrics were done on 4th november, how long does it normally take to receive summons ? He may get approval if lucky enough around Feb 1st week given the current timelines. so mostly his approval depends on when the HO requests for the details. You have payed and it is cleared. No need to declare it as it is not a criminal conviction. I was in the same situation. I was fined for wrong parking which is a parking charge from the council. Payed it immediately and dusted off.
