also as far as i remember, they didn't mention this clearly in the online form. there it was just mentioed that provide 2 referees details with few rules like they shouldn't be relative, they should know applicant etc.
i am not 100% certain about it though.

Not clear why you would apply without your passport .... main applicant has got ILR through tier 2 general visa 5 years route.
can dependents travel on tier 2 general dependent visa? even though they have become eligible for ILR.
main applicant on ILR will also travel with dependents.

You can apply no sooner than within 28 days before the 5th anniversary of your initial visa ISSUE date.
