Congratulations. It is strange that Solihull PEO termed it a complicated case and lack of resources. Every PEO has senior case worker -SEO/Grade 7- to approve higher absences. Though your post is not very clear yet I have infered that your under 18 years children are currently in home country and they have FLTR in UK valid up to 4 Sep 2011 and meanwhile your FLR has been converted to ILR. it means whatever is duration of UK absences the reasons and evidence thereof counts for case worker to exercise discretion.
Similarly ties in UK during absences and no ties with home country ought to be demonstrated.

At page 20 of SET(O) question D2 and D3 pertains to absence of over 3 months at a time or over 6 months over period of 5 years.
Whereas Modernised Guide forbids any such excess.
It is another contradiction which ought to taken care while revising guide.
