Try calling again ... tomorrow .. or later ... the person on the phone that time might be more helpful and might tell you your result.

Fosho, The consultation you are refering to is about "immigration charging" and nothing to do with rules regarding HSMP or FLR !! Stop creating unnecessary confusion at this hour !! Excerpt from the HO website: A consultation on how we charge those coming to the UK to work, live, visit or ...

As long as your application was received at HO on or before 07-Nov., you can send in the urgent treatment form as all such applications are in the system queue for processing.
