Not if your wife has spent more than 90 days outside of the UK in the 12 month period prior to applying for BC and have spent no more than 450 days outside the UK during the qualifying 5 years. As ever, the devil is in the detail. The application is not deemed active until biometrics is filed. Its only valid to perform an ECS after that time. You need to correct your terminology to prevent confusing others (and yourself). An EEA residence card is not a permit and it does not grant any rights.
