On my COA it says it's only valid with an ECS which returns a positive result. So I believe an employer is required to have a copy of the COA and a positive confirmation of ECS
British nationals aren't considered EEA Nationals (Within the UK) unless they are returning from another EEA Country having excised their rights there.

As a British Citizen, you can only use the SS route as the EEA regulations would not otherwise apply to you. You can not use Irish citizenship (EEA citizenship) while still being a British Citizen.
