On my COA it says it's only valid with an ECS which returns a positive result. So I believe an employer is required to have a copy of the COA and a positive confirmation of ECS

British nationals aren't considered EEA Nationals (Within the UK) unless they are returning from another EEA Country having excised their rights there.

I had my passport returned during my application in October and it took almost a full month from the first request. I just kept sending requests for returns of documents plus the progress update. As the Business owner he could print originals himself I believe. For the other things such as water bills, Utilities, etc you can request paper copies by contacting the supplier.

As a British Citizen, you can only use the SS route as the EEA regulations would not otherwise apply to you. You can not use Irish citizenship (EEA citizenship) while still being a British Citizen. For opening a bank account you can use an ID card or passport as proof of identity but you will have trouble without proof of address: i.e. council tax, utility bills etc. Which makes opening a bank account take months till you receive a document to use as proof of address.
