Durable partners with less than two years cohabitation are likely to fail, If they refuse your residence card you will be better off reapplying after you marry.

It depends on which country was covering your health care in the UK, i.e. which EEA country were in before you came to the UK you will have to contact them.

If it is the ten-year route to settlement as a partner then it will be form (FLR) FP. Only be able to switch to the five-year route Form (FLR) m if you meet its requirements of language and income.

Yes you acquire PR automatically, You will just be applying for a document to prove your PR. I'd say it would be harder because you have to have enough evidence cover five years instead of just the current period for a Resignation certificate or residence card. Whichever person is in the UK as a family member of an EEA National will not have a visa.
The EEA National must be a qualified person. How were they excusing treaty rights for the five years?
