Hmm, I'm unsure but I think the immigration will be access the HO details and be admitted in their EU/EEA status i'd say just carry the expired (eu/eea) passport . But perhaps depending on their nationality can they acquire a national id card quicker than a passport renewal or a temporary passport? ...

As you have no criminal conviction/s or served time (in total) more than 12 months, you should be fine to meet the character requirement. What is the point of requesting for my passport back then if i can't travel? Why would they offer a service that in essence has no use? Just like CR001 said you can only count the time without a residence card if you had been married as the rights derived are automatic, however, you had no automatic right-to-reside as an unmarried partner without having been issued an EEA family permit or residence card.

Congrats! Yes a parent or both parents have PR and the child who was born in the UK, will have British Citizenship and you can apply for a passport online or obtain a form from the post office.
