sadly to say, my university in UK is small and doees not have this service. I did ask them, they said they do not know.

I don't think the three given options overlap. a resident of Great Britain a visitor to Great Britain a foreign student studying in Great Britain That is, if you are a foreign student, then you are not a resident of Great Britain, etc. I think the definition they use for a resident of Great Britain...

I am Tier 4 student (no public fund) working part time 20 hours a week.
My wife (Tier 4 dependent visa, no public fund) working part time 20 hours a week.
We both stay in same house in Birmingham, and Birmingham Council ask us to pay council tax even I had shown them my university letter.

Unless you have a British spouse, 12 months after being granted ILR you can apply for British citizenship, assuming you meet the standard requirements.
