Same situation here, switching from Tier 4 to Tier 2 and my employer is not sure of the process. They requested for additional UCOS which got rejected by the Home Office. I'm wondering what an be done while resubmitting the request.

Hi All Just to share that we have received COS and finally we managed to assign it and applied for visa. Hi My employer requested for an allocation of additional UCOS for me, as they had exhausted their quota. The Home Office rejected the request without stating any reason. Same here, although doing a bad job at it. Basically my employer indefinitely delayed my joining date just 5 days before the intended start date, because they want to hear back from Home Office on allocation of uCOS. And the wait is freaking me out!
