If you have some period that does not qualify it will simply be ignored. So no issue in declaring it. There is no concept of 'good character' on the EU migration route and no 'punishment' for, for example, not having CSI as a student (except that the period won't count towards acquiring PR). Yes, I stated that I entered in 1991. I actually put in the dates when I was at school, a student etc on the form because at the time I didn't know I didn't need to. I knew that my time as a student would not have counted to my PR qualifying period as I did not have comprehensive sickness insurance...
