Do we need to get the letter from university in Unverstity LetterHead?
or in normal paper with sigh and stamp?

I am planning to summit the letter from university for "english language eligibilty"
Could anybody tell whether Bachlor of Engineering (BE) is equavalent to UK bachelor degree?
