Yes you can though provide sufficient time for checks to be conducted, although it could be much faster, you still need to make an online application, and contact nearest FRRO.

You need passport for your newborn. Visa only if you want to enter back. I don't know your medical situation and can't comment on doctors advice, though we travelled within 23 days of my child being born here, everything was fine. How many days you intend to visit India? If it is 30 days or so, surrender Indian passport, get e-visa and go there. After returning, apply for OCI in UK.
