Why not ask one of the referees who signed your AN application? That would be a bit problematic. My BC application was signed by my PhD supervisor, but now that my PhD is finished it wouldn't be so easy. And forgot the most important bit: he does not have a British citizenship so can't countersign ...

having PR document doesnt allow you to get benefits/ specially housing benefit you have to have some job to apply them because they put you under a category. so yeah council is right pal Nonsense.
