I have not yet receive the SAR back, but surprisingly I have been granted my Permanente Residency! The decision was a bit faster than yours, it took 40 days from the day I sent til decision date. Unfortunately, the application status checker is currently unavailable and that was the only tool people were using to track application. For me, it never worked though.
I dont think they will answer you query over the phone or email. The time frame for the HO to decide about an application is 6 months. If you send the application more than 6 months ago, use this link to contact them: https://www.gov.uk/contact-ukvi-inside-outside-uk.
