Yeah, it was Royal Mail. Didn't have to sign for it, or anything. Actually took me by surprise as my decision letter said that it had to be signed for. Hope this helps.
Timeline is a bit different as we arrived in the UK in 2017; I came in with an EEA Family Permit back then and applied for an EEA2 Residence Card, which I then had to apply to convert to a PSS Card after I got my PSS status last September. Hope this helps.
