I think you can apply 28 days earlier than the date on which you actually stay for 12 months? meaning you can apply on December the 26th or 27th, 2019? Anyway, you must have applied, how is it going?

In my opinion, either of the Dart charge or Council tax reminder is relating to immigration status. No worries. Having said that, it is advised to clear these as soon as possible, as these are government charge.

No, you don't have to wait for 12 months after your extension. If you have less that 12 months between last grant and ILR eligibility, you can use the Jobs created in the 12 months before your ILR application. There is no such SWITCH route I am afraid. If you want to do this, it means you have to give up both of your visas and apply from scratch, and OUTSIDE UK. It depends on which industry you are operating. Some industries may require employmee public liability insurance covered as mandatory. But in terms of immigration rules it doesn’t require this. The T1E company due to expansion we consider to recruit apprentice through local colleges. We pay apprenticeship hourly rate and they are contracted 37.5 hours a week.
