If your friend just got a EEA Residence card, he's eligible for 5 years in the U.K. He can only apply for EEA Permanent Residence after 5 years in the U.K. whislt exercising his treaty rights. So at the moment you have a Tier 4? but then what are you doing in the EEA Route?
when does it expire?
if you wish to marry your gf you have to give a notice, it might take months.
