Urgent Treatment form during the suspension for HSMP

I have sent out my application for HSMP on 27th Oct 2006. Since the suspension for the new criteria on HSMP starts on 7th Nov, will I be possible to request for the urgent treatment form during this period? I would really appreciated if you could answer my query.
