We had the same thing happen to us. Sheffield just sent us an e-mail stating that they don't have a return envelope for sending the documents back. You can always contact Royal Mail and get them to send a return envelope and just write down your GWF number on that one. thansk for the response pixel...

hi there was no letter with the document. what they have done is just scan the documents and sent it back. they let know the decision to applicant and she would know when received the passport from VFS centre. I have an older brother who is an Indian citizen and our parents are both British Citizens by descent. My parents have lived in the UK for the last 15 years, but my brother was born outside the UK and is now 25 years old.

Is he eligible for registration as a British Citizen?

This has already been done. It went all the way up to the Supreme Court and the Supreme Court upheld the ruling of the 18,600 as legal. Pretty much the end of story right there, unfortunately.
