I think so too. Explain your effort in a cover letter and I believe you should be ok. Just use the referees for the adults for the children as well.

The requirement is that you are in the UK on the 1st day of five years and the day of application. This means if for example you submit your application today 9/12/2020, you must be in UK today and the 09/12/2015. If you submit from outside the country, it will be refused. Write them official letter for the referral and explain to them that if they are not able to do it they should tell you in their response to you with the reason, that should be ok.

I faced the same challenge, some were willing to do it while others were not feeling safe but at the end they did it.

It depends on what happened to the marriage certificate. For example, if it was lost or mutilated etc. It is expected that you will report a loss and swear an affidavit etc to support the loss. Can the same two referee sign for all applicants. Like same for me and wife. And same for the children. I know one of children referee must be someone relating with them before like teacher etc
