From my knowledge, that section only applies to people who already have a visa, allowing them to carry on - I know it doesn't make sense and so vague. I'm going through the extension and HR lawyer told me it has to be over 30k

Job title is less important than other specification that indicated in the policy. I think you should be able to switch Tier 4 to Tier 2 as long as you meet those criteria. Generally speaking, you do not need to carry out Resident Labour Market Test when switching Tier 4 to 2.
