Personally what I would do in your situation: 1)Get employer to put an employer note in CoS to change start date change to Nov 1, 2017. Use this date in your Tier 2 application as well. 2)In the the additional comments section of your tier 2 app. Explicitly note the dates of your cooling off period....

Think u would have 60 days from day company lost sponsorship to apply for new sponsorship... which u did successfully. I believe the 60 days is from the last day of employment until the application date of your next successful tier 2 application. When did you apply for the 2nd visa?

So I think you are in the clear as long as your new start date is on a new visa / COS/BRP.. Anyone else want to confirm?

Don't think you need to supply offer letter - it is not a required document and there is only downside risk here if it contradicts anything in your CoS or RLMT. The CoS by nature is the offer document.

If you use cos 3541 you will be rejected. Clearly the hr you are deally with has no idea what they are doing for tier 2. You are correct they should use 1133.
