To clarify, I scanned the cover pages with my name, address, etc. and submitted that. Just not the stamped pages of the booklet.

You need it for the previous 10 years. I don't think Indian PCC taken locally in India is centralised so yes, it is best to take it from both places. Do check the procedure for making an online application through the Indian High Commission. If you do it through the latter route, you will get a cent...

Thanks Abhi1146. How many months had you spent in Canada when you applied from Toronto?

Source: I was on Tier 4 for my MPhil and PhD degrees. Both occassions, I travelled with a one way ticket.
