i think its better waiting coz your hubby will be granted ILR since his case is a legacy case. you will also need to find out which CRT is dealing with your hubby's case so yu can push them. the more your hubby push his team the quicker the ILR. beleive me i have been there before

what i am failing to understand is ,if your mate had a genuine ILR why did he not apply for a licence soon after getting his ILR. why wait for the passport to expire then send a new one to DVLA. that sound dodgy i am afraid.

I think you need to understand immigration law, policy and case law. It is plainly evident you do not and more than likely do not have the capacity to do so either.
