Also forgot to mention I have received the conditional offer of FPN from the Surrey Police and not from the court. There is no way you can track it. The normal timeline is 6 months. As per the feedback on this forum HO seems to follow the 6 months deadline in 8/10 ratio for the applications which are straightforward (at least not complex from HO’s point of view).
