1) I wrote them an email few weeks ago regarding this, they confirmed it's per calendar year i.e Jan - Dec. I applied through my grandparents.

I personally handed my application in to the consulate with all the documents and the staff was extremely friendly and was delivered to me by registered post.

Hi Grace,

Providing your application is treated under the EU Directive it will be free of charge.

It's free for Eu Treaty applications. I have been through this process myself with my non EU wife and it was free of charge.

How would they even know your away out of the country?

When you depart from Ireland regardless of your nationality you don't stamp out of the country only when you return.
