Manitoba has a lot of provincial programs for settling there, specially when you have family there.
Explore those and it might work out well for you.

they will send you documents asking you to travel to Canada with your passports as that is where they will issue you the PR status and you can apply for the PR card at the landing airport.

It is more about the type of experience you have as opposed to the size of the company where you worked.
Check your experience against the NOC codes or get an experienced consultant to do it.
Then do your IELTS by all means.

Congratulations on getting interest from Ontario PNP and you should definitely apply. I would check their requirements against your experience and qualifications first and see if you meet it before applying.

You can apply as a skilled worker- with your family.
But they have long criteria and things you need to go through first.
