As your spouse is not British, you need to have held ILR for at least 12 months before applying for naturalisation. So the earliest you will be able to apply is 10th May 2019.
They may need to have the BRP to hand if they have a young child who is not yet British. Luckily, since they went via the EEA-route, they have the option of keeping their biometric data without facing a £1000 fine.

You only need the marriage certificate if you are applying under the 3-year rule if married to a British Citizen. Otherwise not required.
