I would tend to say yes. On the one hand, a person is innocent until proven guilty. On the other hand, HO will never give you BC if there are proceedings against you pending (and to add insult to injury, it might even backfire badly). I was advised by the police officer that Driving without insurance was not a criminal offence As far as I know, that is wrong. Driving without insurance is, even if accidential, a criminal offense. I think paying the fine amounts to acceptance of guilt. If you are not guilty you'll have to take a legal course and get your name cleared. It would come down to a forgery case on your ex. I get you, FM but the deception i'm particularly referring to here is the one used in the entry clearance application. The OP stated that she falsified her date of birth and name. This is the deception that would be hard for her to scale.
