Can I wait till I get BRP and then resign the job ?

Hi,

I am working in UK on tier 2 general visa. Recently I got a COS from a new employer. I would like to know the procedure,
1) How to apply for the visa ?

2) Do I need to visit Home office ?

My visa vignette was stamped in my old passport in the year 2016 and I got BRP from that. On July/2017 I renewed my passport but I haven't informed this to home office yet.
