Infact there is a cut of 91 on the quota, so only 1400 are available for allocation in January

21 Dont believe that. we scored 34 points but not awarded RCOS in november. There are some other people having more than 32 points but not awarded in November allocation and they got refused in December HO always post 21 as minimum points irrespective of reality. I don't believe with the minimum points that HO public on the portal. They always say 21 points But we have applied for in November month. My points are 34, and there are couple of other as well. I assume its a Unrestricted CoS as you are already in Tier 2 visa within UK

does that required a fresh RLMT to be done and then issue CoS ?

also on the government's website, it says: "The November allocation meeting took place on 13 November. All valid applications received by 5 November were successful if they scored at least 21 points". So this means if you score at least 21 points you get a certificate. I don't understand ...
