Maternity exemption certificate - Is it public funds?

I am on tier 2 dependent visa, I have an option to apply for Maternity exemption certificate which allows me to get free prescription upto 1 year. If I apply for it, Will I be accessing public funds?

I was worried about does it fall under public funds .

Please let me know.
