I faced the same issue and thought something wrong with my applicatoin or the system. But if you keep trying at different times over few days (try after mid night), you will find super priority service.
I managed to book it for last friday and we got ILR granted yesterday (monday).

Sorry for not being clear in my earlier post. Yes, he is here as a family member of an EU citizen (a French national). He is in this immigration category for 8 years in the UK and he wants to see if he can apply for permenant residency here.

Thank you so much. I thought super priority service is one day application and hence that is the date of application. I made sure that date is within 28 days from completing 10 years.
