I think OP's partner would be able to apply for a Belgian EEA Family Permit (or whatever they call it over there), since he would be an EEA national (UK) exercising his treaty rights in Belgium. Then she would obviously be entitled to work straight away!

If you go to the UK for 3 years (as a spouse migrant) you can become a British citizen. Then you could live freely in France without visa hassles. That may be an option to consider. No, Dawie, I don't mind. It's just a back-up as proof of exercising his Treaty rights in another EU country whenever we return to Holland, bearing in mind that I am a non-EU citizen :wink:.
