You need 10 years from 2018 under the 10 year partner route. If you switch to FLR M 5 year route,you need a NEW 5 year period, 2 X 2.5 year FLR M,before you can apply for ilr based on 5 years. I have seen a few posts saying I can switch from 10 to 5yr route, do I save any time or money this way?
Are the requirements still the same i.e. financial, bills etc.

The A2 test is the one required for FLR (M). Though you can submit it, however It is not a requirement on the 10yr route except if you are switching back to the 5yr route.
