Even if it is justified to charge residents on limited leave for the right to use the NHS, they should not be required to pay twice (ie. through IHS and then taxation). There are already ways by which a BNO may apply to become British Citizen. Eg. under section 4B of British Nationality Act 1981 or under British Nationality (Hong Kong) Act 1997. There should be no confusion. You would be using Form B(OS) if you applied under sec.4B.

Perhaps to paraphrase my question: has anyone received such warning notice after failing to return the BRP or been issued a fine without any advance warning?

I have returned the BRP albeit out of time - so would like to know if it would be possible to be fined now for having returned it late.
