I talked to Home Office. The woman i talked to said that the period for sending COA is NOT 21 days. It is 21 BUSINESS days. So i still have until next Monday to panic again. However i find it frustrating they don't mention this in anywhere. They just say 21 days. COA arrived on 19th business day. I...

To help people with the same situation, here is what i have found: The answer is nope.
After 2015 they ask employers to see the COA while they hire.
