It is like my wife's experience with TLScontact in Kyiv. The 'decision made' box was not ticked until her passport was ready for collection/courier delivery. It took her 31 working weeks to receive her spouse visa.

The timescales seem to differ depending upon the spouse's country. Certain countries and the spouse's age can lead to extra scrutiny. Just an observation.
