Sadly, a PAP would not work, as it was your mistake entirely. Your only option for a quick resolution is to reapply and this time, put more effort into it, to make sure you don't waste more time and money. Read the document list fully.

You probably received a stock letter, and that your application will not fail if you do nothing, since you have paid and no refund has been sent. Is the email one you can reply to, if so, email them and send payment ref number you have, with a note saying IHS fee paid already.

Get a loan from a bank and pay that back. It might cost you a few percent on top, but if you don't have the cash to hand, that would seem a sensible way. You will not get a visa. You have burned the bridge, the US immigration do not consider if you might have made a mistake, they look at what you did and take that as intentional, regardless.

They are strict on immigration, especially from Muslim countries.
