Thank you, That's very helpful. I had 2 medium term objectives and it seems i should not bother about settled status and actually try to maximumize tax efficiency. 1./ Be able to move back to UK at some point in future if needed - i guess with a British spouse that will remain an open option anyway ...

Makes sense. Is the pre settled status being offered for 5 years/remaining period to allowing 5 years stay or it is also valid only until 31 Dec 2020. Very sorry to hear. It's a very Kafkaesque department. A small issue which may not even be your fault may snowball into a disaster.
How did you resolve the situation? After PR they can't keep questioning on qualified status can they?
It's insane. Are you supposed to stop working after RC rejection?

Depends on what category you are applying under. It's difficult to get them to the examine stuff sent the second time.
Check the application form you filled..it has the address in the checklist instructions.

Apparently this is wrong. Sent an email to EU biometrics and a registered letter to dept 168 at Liverpool.

I just received an invite for biometrics but the letter is addressed to the EU national rather than than the non EEA spouse.
