If she is struggling to get the required points now would your friend be able to get the same required points after 2 years when she applies for the extension of her HSMP visa. She needs to make sure that she can get those required 75 points to get the extension.

1st you need to check with NARIC that the degree you have completed is atleast equivalent to a UK bachelors for you get the english language requirement accepted if not the HO would refuse your application.

The HO would not give a reference number till the payment is cleared.They will issue with a reference number only then they would consider your urgent review request. Better wait till you get your reference number.

You can arrive in UK before the expiry of your visa but to get your extension approved you should be able to score the required points, so make sure you can get those required points to fulfill to get the extension.

You can stay and work legally in the country if you have applied/submitted your application for further reamin to leave or indefinite leave to remain to the home office before the expiry of the visa and until a decision is reached.
