As far as I know the SBS time will not count towards the 5 years.

Did you leave the UK after SBS and then return on the 5 year work permit? If not, you may have problems.

The points based system does not relate to spouse visas for people to join a British or settled person in the UK.

There are possible changes coming for spouse visas though. This could be raising the minumum age to 21 and needing proof of English language at an earlier stage.

Ok, you believe that Scottish Legacy cases will be fast tracked.

I disagree. The Minister was just giving his opinion. People in Government have a wide range of opinions. From what he said, it appears that he was talking about legacy cases throughout the UK anyway, not just in Scotland.
