It means that the UKVI have started processing your application.
And that your CAS cannot be used for another visa application.

I only got one email: from UKVI saying decision made.

I feel the same. If it doesn't adversely affect the application, I will choose UK education provider, since it does seem like the sensible option. Thank you for your insight.

Do you need to submit old passport with other documents?

Hi,

I have an old expired passport whose details are input in the application form. Does this also have to be submitted with the current passport and other documents? There is no travel history with it.
